Windsor Park was Winnipeg’s first master-planned community. Planning started in 1954 on a 730-acre St. Boniface farm lot, the ribbon was cut in September 1956, and Ladco’s contract called for 3,100 homes — the largest development of its kind in Western Canada at the time. Niakwa Park was approved in 1954 and built out in 1955–56 as the upmarket neighbour, with architect Nikola Zunic laying it out so the houses would not, in his words, be set up like soldiers.
Seventy years on, those bungalows sit under fully mature canopy on curving bays with alphabetical street names, and almost everything the original builders installed — driveways, walks, steps, grade — has reached the end of its life at roughly the same time.
Why Windsor Park and Niakwa need two different approaches
The Seine River winds straight through the middle of a 1950s bungalow suburb, which means two houses a few streets apart can be completely different projects:
Near the Seine, ordinary lots carry riverbank rules. The City’s waterway permit area extends 350 feet from the normal summer water level — wide enough to cover several rows of houses back from the water, not just the ones with river frontage. Retaining walls, grade changes, decks and pools all fall inside it.
The Seine’s clay banks are known to move. The City monitored movement in the east bank near Notre Dame and Maisonneuve and in 2018 drove rock-filled retaining structures in to protect the Branch 1 Aqueduct, which carries roughly 40 percent of Winnipeg’s treated water. The west bank had already been stabilised in 2001. Backyard walls near this river are engineering, not decoration.
The Seine swings hard between seasons. It overflows in wet springs and can be reduced to a trickle by late summer. A bank-side yard gets standing water in April and bone-dry shrinking clay in August, in the same year. That cycle is what tears apart walls and patios built on a shallow base.
Away from the river, it is a pure renovation market. Interior lots are flat, generous by 1950s standards, and carry original concrete drives and walks at end of life, silted-in side-yard swales, and failing railway-tie or early interlock walls from the 1970s through 90s. Plus a canopy in transition as elm and ash come down.

At sixty to seventy years old, almost always replace. Resurfacing a slab whose base has failed just buys a season or two. We excavate, lay a properly compacted base and rebuild in paving stone or concrete, which is also the moment to widen a single-width original drive for two cars.
Why does water sit along the side of my house now when it never used to?
Original 1950s lots were graded with shallow swales between houses. Sixty years of settling, added topsoil, new beds and planting have flattened or reversed them. Restoring positive drainage away from the foundation is usually a regrading job rather than anything more dramatic.
Can you build on a lot that backs onto the golf course?
Yes. Lots backing the Windsor Park Golf Course or Niakwa Country Club typically drop away to a wooded bank, so the work is terracing, stairs, retaining and erosion-tolerant planting, plus privacy screening. We handle the whole thing.
What should I do about my ash trees?
