Transcona exists because in 1908 the Grand Trunk Pacific and National Transcontinental Railways picked a flat, empty tract east of Winnipeg for their central repair shops. The name fuses Transcontinental with Strathcona. The town incorporated on 6 April 1912, the shops opened in January 1913, and by 1916 it was Manitoba’s second-largest municipality. It became a city in 1961 and joined Winnipeg under Unicity in 1972.

What that history left behind is a large, practical, unpretentious neighbourhood of pre-war townsite lots, post-war bungalows along Regent, Kildare and Victoria West, and 1970s and 80s bi-levels and splits in Radisson — all of it on ground that does not drain by itself.

Why landscaping in Transcona is a drainage problem first

Transcona is the only major part of Winnipeg with no river running through it, and that single fact drives most of the work here:

There is no fall to find, so it has to be built. Everywhere else in the city a landscaper can work with a slope toward a river valley. In Transcona the ground is a dead-level Lake Agassiz lakebed. Older streets still drain to ditches and culverts. Parts of Transcona have roadside ditches and driveway culverts rather than curb and gutter. When those culverts silt up or the ditch profile flattens out, spring melt has nowhere to go. Residents on Valde Avenue near Day Street have watched the street and yards flood deep enough to earn the water a nickname. Clearing and reshaping that path is often the actual fix.

The clay under you is highly active. The best-documented soil profile in Winnipeg is in Transcona, because of the 1913 grain elevator. Roughly forty feet of high-plasticity Lake Agassiz clay — around 30 percent montmorillonite — sits over glacial till and then limestone, with no bearing gravel near the surface. It swells wet and shrinks dry, which is why Transcona shows up on foundation-repair call lists in drought years alongside River Heights and St. James.

The upside: no river means no permits. There is no waterway permit, no 350-foot regulated area and no geotechnical report requirement anywhere in the established core, because there is no riverbank. Every dollar goes into the actual drainage and hardscape work instead of into approvals. That is a real advantage over a St. Boniface or Windsor Park job.

Why does my Transcona yard flood every spring?

Because there is nowhere for the water to go on its own. Transcona has no river and essentially no natural slope, and parts of it still drain to roadside ditches and culverts. When a culvert silts up, a ditch flattens or the original lot grade settles out, melt water simply ponds. The fix is rebuilding the drainage path, not adding topsoil on top of the problem.

Do I need a permit for a retaining wall or patio in Transcona?

For the waterway rules, no. Transcona has no riverbank, so the City’s 350-foot regulated waterway area and its geotechnical report requirement do not apply anywhere in the established core.
