Garden City was announced as a master-planned community in 1951 and built from 1955 by Model Homes Limited — roughly 420 acres at an estimated $20 million, one of Winnipeg’s largest single postwar suburban builds. The wider Seven Oaks name goes back much further, to the Battle of Seven Oaks on 19 June 1816; the monument on Main Street, erected in 1891, is the oldest historic marker in Western Canada.
The neighbourhood was part of the City of West Kildonan until amalgamation in 1972. What it is today is block after block of mid-century bungalows with big front windows and carports, on wide flat lots under sixty- and seventy-year-old boulevard trees — and almost all of it has hit end-of-life on the same schedule.
Two facts define the work here, and they compound each other:
The whole neighbourhood is failing on the same timetable. One developer, one 420-acre build, starting in 1955. Block after block shares the same original driveway width, the same carport configuration, the same builder grade and the same generation of boulevard tree — and it all reached end-of-life together. Nowhere else in Winnipeg can you quote nearly the same job on twelve consecutive houses, which is exactly why we can price this work accurately here.
There is no river, no creek and no slope. Garden City sits about 1.5 km from the Red at its closest and has no waterway of its own. There is no natural fall anywhere. Every drop has to be moved by manufactured grade to the street or lane and into the land drainage system — and after sixty years of clay shrink-swell, the original builder grade on a huge proportion of lots has flattened out or reversed.
Carports are a live conversion market. Many original Model Homes bungalows were built with a carport rather than a garage, on a single-width drive. Widening the drive, rebuilding the apron and reworking the front hardscape around a conversion is one of the most common projects we quote in this neighbourhood.
Pre-bylaw drainage, same as the rest of north Winnipeg. Built 1955 to 1970, so before the 1979 backwater valve requirement and the 1990 sump pit requirement. Grade and downspout routing carry more of the load here than they would on a newer house.

For the City’s waterway rules, no — Garden City has no riverbank, so the 350-foot regulated waterway area and its geotechnical report requirement do not apply. Ordinary building permits still apply to structures such as decks.
Not really, and that is worth saying plainly. Garden City is straightforward deep Lake Agassiz clay — former West Kildonan farmland with no riverbank, no alluvial layer and no sandy ridge. Fine-particled, holds water, expands in a wet spring and contracts through a dry summer. The complication here is topography, not geology.
Yes, and it is very common on sixty-year-old clay. We rebuild the landing and steps on a properly excavated and compacted base so they sit level and stay there, and we usually take the opportunity to correct the grade running away from the foundation at the same time.
Regrading and drainage corrections commonly run from several hundred to several thousand dollars. Driveway replacement and widening, patios and full yard renovations run higher. All quotes are free, on-site and line-itemed, and we are happy to phase a project.
We replace trees on private property and plan the yard around City boulevard trees. The 1955–70 planting generation is reaching the end of its life across the neighbourhood, so replacement planting with Zone 3 hardy species is a regular part of what we do here.
