The RM of Rosser was incorporated on March 11, 1893, and named for Thomas Lafayette Rosser. Early population records show 438 residents in 1871, growing to 537 by 1891; the municipality later stabilized around 1,200–1,400 residents through most of the 20th and 21st centuries, with 1,270 recorded in the 2021 census. Its five main settlements — Gordon, Grosse Isle, Marquette, Meadows and Rosser village — along with the hamlet of Lilyfield, have kept the RM genuinely rural even as Winnipeg has grown up against its eastern edge. As late as 2004, a handful of elderly residents still spoke Old Swedish (gammalsvenska), a legacy of ethnic Swedish families who settled here after emigrating from Ukraine in the early 1900s.

Today Rosser is two municipalities in one. Along the Perimeter Highway inside the RM’s eastern boundary sits CentrePort Canada, roughly 20,000 acres of industrial and commercial land billed as North America’s largest inland port, with rail access on CN, CP and BNSF lines, a 24/7 air cargo connection through the adjacent Richardson International Airport, and Foreign Trade Zone status for tenants. Outside the Perimeter, the rest of the RM remains open prairie: acreage homes, farmland and small hamlets along PTH 6 and the municipal grid roads.
